Labour Mobility & As of Right

Denturists may transfer their Certificate of Registration (license) to the College of Denturists of Ontario (CDO) under the Ontario Labour Mobility Act, 2009, if they are currently registered and in good standing with a Canadian Denturism regulator whose standards are considered equivalent to those in Ontario. They will not need to undertake the qualifying examinations.

Labour Mobility Application Requirements:

  • Complete an online application including paying an application fee of $100.00 + HST = $113.00.
  • Obtain a Criminal Records and Judicial Matters Check from your local or national police agency.
  • Letter of Standing  or Letter of Professional Conduct from your current regulator addressed to the College of Denturists of Ontario.
  •  Notarized copy of proof of citizenship, permanent residency, or legal authority to work in Canada.
    • e.g. notarized copy of Canadian passport, permanent residence card, valid work permit, or birth certificate.
  • Once your application is approved, you will be required to pay a pro-rated registration fee.
    • Please refer to Schedule 7 of the College By-Laws for the most up to date fee under the category "Fees Relating to Applications for Initial Registration for General Class".

Applications: The College is currently developing an online application for Labour Mobility Applications and As of Right Applications for launch in early 2026. In the meantime, please contact the College to request an application package.

Practising Under As of Right

As of Right legislation in Ontario aims to speed up the process for health care workers, including Denturists, registered in other Canadian jurisdictions to begin practising in Ontario while completing their registration with the College.

Under As of Right, Registered Denturists in another Canadian province will have six months from the start of their Labour Mobility application (or Certificate of Registration application) to practise in Ontario without a license. They will be asked to sign an attestation stating that they meet the requirements and provide proof of active professional liability insurance for Ontario.

As of Right Requirements

  • Hold the equivalent of an Ontario General Class certificate of registration without any terms, conditions, or limitations.

  • No previous findings of professional misconduct, incompetence, or incapacity.

  • Not currently subject to any current professional misconduct, incompetence, or incapacity proceedings.

  • Not currently the subject of any complaints made against them with any Denturism regulators.

  • No current charges pending or previous guilty findings of any offences in any jurisdictions.

  • Have not been denied registration with any regulator in the last two years.

  • Have engaged in the practice of Denturism within the last three years.

  • Must use the proper titles relevant to their qualifications and only use titles recognized in Ontario that are equivalent.

  • Must be physically present in Ontario while practising and providing professional services to residents of Ontario.

  • Currently hold active Professional Liability Insurance with coverage in Ontario.

As of Right Facts

  • Denturists practising under As of Right will not appear on the CDO Public Register until they are registered with the CDO. To ask about a Denturist’s practice history during this period, contact the regulator in the Denturist’s home jurisdiction.

  • The CDO does not oversee Denturists practising under As of Right, including processing complaints, until they are registered with the CDO. Any concerns or complaints should be sent to the regulator of the Denturist’s home jurisdiction. College staff can help complainants find the correct regulator.
