Conditions and Limitiations
The Registrar is directed to impose on the Member’s Certificate of Registration the following terms, conditions, and limitations all of which the Member shall complete at the Member’s expense and to the Registrar’s satisfaction: a. The Member shall successfully complete a course pre-approved by the College on recordkeeping within six months of the date this Order becomes final; and b. Following the period of suspension in paragraph 2 above, the Member shall permit a College-approved mentor to attend at his place of business for a period of 12 months on the following terms: i. The mentor’s attendances at his place of business may be announced or unannounced; ii. During the attendances, the Member shall discuss with the mentor the Member’s record keeping and ethical responsibilities and the mentor shall be entitled to review evidence of the Member’s recordkeeping in patient charts; iii. The mentor shall attend at the Member’s place of business at minimum every three months; iv. The mentor will provide a report to the Registrar on their observations and any identified concerns within two weeks of all attendances and a final report to the Registrar within one month of the final attendance setting out the mentor’s observations and concerns; and v. The mentor will be provided with a copy of the Discipline Committee’s Decision and Reasons prior to the first attendance.

Specified Continuing Education or Remediation Program (SCERPs)

Notation of the Fact:
As a result of its investigation of a complaint, the Inquiries, Complaints and Reports Committee required Mr. Victor Minas to complete a Specified Continuing Education Remedial Program.

Summary of the SCERP:
Mr. Minas was directed that a. within six (6) months of this decision, Mr. Minas shall: i. meet with Ms. Cathi Mietkiewitz to discuss professional ethics and responsibilities of regulated professionals. The meeting shall last for up to two (2) hours and will last for a minimum of one (1) hour. Ms. Mietkiewitz shall receive a copy of this decision in order for her to gain an understanding of the issues and areas in which Mr. Minas requires remedial assistance; ii. Within thirty (30) days of the meeting, the Mr. Minas shall ensure that Ms. Mietkiewitz sends a report to the Registrar and to Mr. Minas confirming his attendance and that Mr. Minas understands the issues. b. Mr. Minas shall be responsible for all costs of the SCERP

Summary of the SCERP:
On April 26, 2023, the Panel decided to require Mr. Minas to complete a Specified Continuing Education Program (“SCERP”) in accordance with section 26(1), paragraph 4 of the Health Professions Procedural Code. The SCERP is to be comprised of the following components: a. within three (3) months of the date of this decision: a. Mr. Minas shall complete the following clinical work (“Mentorship”) under the supervision of a College-approved mentor (“Mentor”): i. three (3) complete patient cases including: 1. consultation 2. impressions, 3. try-in, 4. re-try-in (if necessary), and, 5. insertion of denture(s). b. The Mentor shall check the denture(s) at the time of insertion and confirm that the denture(s) is well-fabricated and fitted. c. The Mentor shall provide help and advice to Mr. Minas as needed throughout the cases. d. The Mentor will provide the Registrar with a report after the Mentorship is complete. The report shall include comments on Mr. Minas’ clinical skills and changes or improvements to those skills throughout the Mentorship. b. The Mentor shall guide Mr. Minas on his professional behaviour in terms of tone, manner of speaking to patients, communication style, etc. throughout the Mentorship. c. All costs associated with the SCERP (including payment to the Mentor for their time) shall be borne by Mr. Minas.
