Decision and ReasonsThe panel considered the Agreed Statement of Facts and found that Mr. Chen engaged in the following acts of professional misconduct: 1. He failed to maintain the standards of the profession. 2. He made a misrepresentation to a patient. 3. He failed to refer to a dental surgeon or physician a patient who had a condition outside the scope of denturism. 4. He used an unauthorized term, title or designation. 5. He signed or issued a false or misleading document. 6. He submitted an account or charge for services that were false or misleading. 7. He contravened the Denturism Act, 1991, the Regulated Health Professions Act, 1991 or the regulations under either of them. 8. He engaged in conduct and permitted an act, in the course of practicing denturism that, having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable, unethical or unprofessional.
